Alcohol and Gaming Permits
The Office of the City Secretary processes applications for local-level Alcoholic Beverage permits and Gaming Machine permits within the City of McKinney, ensuring compliance with all local ordinances and regulations. For other city permits, go to the permits page.
Alcohol Permits
Any person wishing to manufacture, distill, brew, import, transport, store for purposes of sale, distribute or sell any beer, distilled spirits, liquor, wine or mixed beverages within the city must obtain both a state-level license from the Texas Alcoholic Beverage Commission (TABC) and a local level permit from the McKinney City Secretary Office.
Failure to obtain a city alcoholic beverage permit can result in a misdemeanor punishable by a fine up to $200.
Alcohol Permit Process for First-Time Applicants
Note: To obtain a city alcohol permit, the applicant must first obtain the appropriate state-level license from the Texas Alcoholic Beverage Commission (TABC).
I. Obtaining a State-Level License - Complete and submit a Texas Alcohol Beverage Commission (TABC) Pre-Qualification Packet to the City Secretary’s Office.
- The City Secretary's Office will certify the city-related portion and return the Pre-Qualification Packet to the applicant.
- The applicant is responsible for the completion of any remaining pre-qualification requirements and submitting the packet to the TABC.
- TABC will issue a state-level permit to the applicant.
II. Obtaining a City Level Permit – submit the following items to the City Secretary's Office:
- City of McKinney Alcoholic Beverage Permit Application
- Copy of valid TABC license
- Applicable fees (see the City Fee Chart included with application); checks payable to City of McKinney
Alcohol Permit Renewal Process
Note: City permits must be renewed to align with their related TABC renewal schedule (see the City Fee Chart to determine which schedule and fees apply to your renewal)
Submit the following items to the City Secretary's Office:
- City of McKinney Alcoholic Beverage Permit Application
- Copy of the TABC license associated with the business location
- Applicable fees (see city fee chart included with application); make checks payable to City of McKinney
The required items for first-time and renewal applications may be delivered in person or mailed to the City Secretary's Office.
The City Secretary's Office will issue the city permit within 7 - 10 business days of receiving all required items. The business location must have a valid certificate of occupancy and city health permit to receive an alcoholic beverage permit. The city permit must be visibly posted at the business location.
Temporary Event Alcohol Permit Process for Catering, Special Events, or Winery Festivals
- Complete and submit the appropriate TABC Temporary Event form per TABC instructions on the Temporary Event Authorizations page.
- TABC will issue a Temporary Event Certificate
- Email the Temporary Event Certificate to [email protected]
The City Secretary's Office will issue a Final Temporary Event Certificate. The Final Temporary Event Certificate must be visibly posted at the service location for the duration of the event.

Gaming Permit Processing
This permit is intended for coin-operated gaming machines. The permit must be renewed before December 31 of each year.
