Plan Submittals and Inspection Requests
- All plan submittals must be accompanied by a Fire Protection Plan Review Permit Application, no exceptions.
- The Building Permit Number associated with this project must be provided on the application, no exceptions.
- The Project Valuation associated with the fire protection work must be provided on the application, no exceptions.
- All plan submittals must be accompanied by a copy of their respective Texas State Fire Marshal's Office (TSFMO), Texas Commission on Environmental Quality (TECQ) or Texas Board of Professional Engineers (TBPE) license.
- All plan submittals and calculations must be signed by a TSFMO License Contractor, TECQ Licensed Contractor or Qualified F.P.E.
- The contractor is responsible for ensuring that the system(s) being installed or modified is in compliance with all locally adopted codes, including, but not limited to the 2015 International Fire Code, referenced NFPA Standards and Ordinance 2018-01-02.
- Plans approved by the McKinney Fire Marshal’s Office give authorization for construction. Final approvals are subject to field verification. Any approval issued by the Fire Marshal’s Office does not release the contractor or property owner from the responsibility of full compliance with all applicable codes and ordinances relating to the construction project. Final approvals are subject to field inspection and verification.
- All installations must concur with the approved plans. Any deviation from the approved plans requires a re-submittal to the Fire Marshal’s Office prior to inspection. Failure to submit revised plans prior to the inspection may result in a delay for inspection and sign off.
- All plan review and inspection process steps must be followed. Deviation from the requirements can result in delays and possible rejection of plans or inspection delays.
Plan Review Time & Hierarchy
It is the goal of the Fire Marshal's Office to complete your plan review within the shortest possible time. We strive to complete your plan review within 2-3 weeks from receipt of a complete plan submittal package. Please be advised that revisions, changes or an incomplete submittal package may delay your final approval.
Plans are reviewed based upon the hierarchy of fire protection systems. That is, the fire sprinkler overhead will not be reviewed until the fire sprinkler underground has been permitted and the fire alarm will not be reviewed until the fire sprinkler system has been permitted and so forth.
This same rule is applied to civil and building construction plans. Civil plans are not reviewed until the site plan is approved and building construction plans are not reviewed until the civil plans have been approved.
Plan Submittal Guidelines
These guidelines are to be followed when a submittal for permit is required by the McKinney Fire Department for installation, modification, operations or otherwise required within the City of McKinney.
All requirements for the purposes of these guidelines shall conform to the 2018 International Fire Code, as adopted and amended by City of McKinney Ordinance Number 2020-01-001 and any applicable NFPA standards.
These guides do not replace or supersede any codes and/or ordinances adopted by the City of McKinney or determinations and positions of the Fire Chief or Fire Marshal.
The Building Permit Number (BP#) must accompany all new plan review submittals and applications. Your submittal will not be processed for review without the BP# and will result in a delay in the review process and issuance of a permit.

Inspection Requests & Procedures
Contact our office at 972-547-2850 at least 24 hours in advance of the requested inspection date and time. The following information must be provided when calling for an inspection:
- Permit number
- Name and address of project
- Fire protection contractor's company name
- Contact name and phone number
- Type of inspection requested
A representative of the company requesting the inspection must be present at the time of inspection. Only a representative of the company to which the permit is issued is permitted to schedule an inspection.
Fire Marshal's Office-approved, stamped and signed plans must be kept on the job site and presented to the inspector upon request. Contractor shop drawings are not considered approved plans. If the plans were approved and permitted electronically through the Electronic Plan Review Process, it is the contractor's responsibility to pick up the permit in our office, prior to the scheduled inspection.
All fire alarm and fire sprinkler systems shall be pre-tested prior to inspection by the Fire Marshal's Office. Failure to pre-test may be considered an automatic failed inspection.
On-Site Permit Requirements
Keep plans and permit on the job site at all times during the construction process.
- One set of approved plans, permit and review letter shall be maintained onsite at all times
- Fire protection system permit shall be posted near the entrance to the building or kept in a permit jacket in the construction trailer at all times until the Certificate of Occupancy is issued
- All previous inspection forms shall be maintained onsite and available upon request by the inspector
The fire marshal and/or field inspector may request additional inspections as necessary.
This inspection shall be conducted when all sheetrock and millwork is completed. The objective of this inspection is to verify device coverage is still adequate after the initial rough inspection. This will enable the Fire Marshal's Office and the fire protection contractor the ability to make necessary changes prior to the request for a Certificate of Occupancy.
All tests and installation must comply with, but not limited to, the 2015 International Fire Code and applicable NFPA Standards.
Below is a list of the most common fire code violations found during annual inspections.
- Combustible materials stored in mechanical rooms and electrical equipment rooms.
- Combustible materials stored in exits.
- Combustible materials shall not be stored within two feet of the ceiling or 18 inches below sprinkler heads.
- Storage is not permitted within three feet of electrical panels.
- Combustibles shall not be stored within three feet of heat producing equipment.
- Storage is not permitted within three feet of fire protection equipment.
- Exits and exit corridors shall clear and unobstructed.
- Exit doors shall be unlocked when the building is occupied.
- Exit signs shall be illuminated.
- Emergency lights shall be operational.
Fire Protection Equipment
- Fire alarm systems shall be serviced annually.
- Fire sprinkler systems shall be serviced annually.
- Kitchen hood suppression systems shall be serviced semi-annually.
- Fire protection equipment rooms labeled.
- Fire extinguishers shall be serviced annually.
- Fire lanes shall be maintained clear and unobstructed.
- Fire hydrants shall be maintained operational and unobstructed with a minimum of three feet of clearance.
- Provide a K Class fire extinguisher for cooking operations.
- Address shall be provided on the gas and electrical meters.
- Address shall be provided on the front of the business and on the rear exits.
- Fire lanes shall be maintained clear and unobstructed.
- Fire hydrants shall be maintained operational and unobstructed.
- Combustible storage of waste items shall not be permitted on the outside of the building.
- FDC (Fire Department Connection) shall be maintained operational and unobstructed with a minimum of three feet of clearance.
- Keys provided in Knox Box.
- Extensions cords shall not be used for permanent power or operations. A store bought, UL listed, surge protector may be permitted for minor electrical equipment.
- Power strips and extensions cords shall not be daisy chained.
- Empty slots in electrical panels shall be filled and labeled.
- Fire rated assemblies shall be maintained.
- Dispense flammable and combustible liquids in a well vented area using safety cans.
- Flammable and combustible liquids shall be property stored.
- Occupant load shall be posted near the entrance in a conspicuous location.
