Collin CARES Emergency Housing and Living Assistance (EHLA) Program


Collin County is providing assistance for Collin County residents to help with utility bills and to help prevent eviction / foreclosure. Funds are NOT first-come, first-serve. Tri-City Collin County Small Business Grant Program 


The City of McKinney and McKinney Economic Development Corporation launched a $5 million dollar grant program to support small businesses negatively impacted by the COVID-19 pandemic. The Tri-City Collin County Small Business Grant Program (SBGP) is a collaboration between the City of Frisco, the City of Allen, and the City of McKinney designed for businesses operating in these cities and within Collin County. Funding for the program is provided by Collin County as part of the CARES Act.

Eligibility Requirements*

  • Businesses started before March 1, 2019 
  • Must be one of the following types:
    • Corporation
    • Individual
    • Sole proprietorship
    • Single-member limited liability company (LLC)
    • LLC treated as a partnership, C corporation or S corporation
    • Partnership
    • Franchise
  • 100 or fewer employees per business location
  • Business storefront or office must be within the incorporated boundaries of McKinney in Collin County
  • Gross Annual Revenue of $15 Million or less per business location
  • If an owner has more than one business, the owner is eligible to apply for up to three businesses within McKinney city limits.
  • Ownership is defined as at least 20% and all persons or entities that own 20% or more of the affected business must be disclosed
  • Elected City officials and any relation within the second degree by consanguinity or the second degree by affinity to any member of the city council are not eligible to receive grant funds.

Grant Award Amounts

  • Up to $25,000 will be awarded to eligible applicants based on three months of estimated expenses for payroll and fixed costs from March 1 – May 31, 2020.
  • Grants will be awarded based on need, eligibility, number of employees, loss due to partial or full shutdown and availability of funds.


Eligible Expenses

  • Payroll costs for employees or owners draw (sole proprietors / partners)
  • Contract labor
  • Supplier payments
  • Rent, lease or interest on mortgage payment for real property used for business purposes, like storefront or warehouse, excluding personal residence. 
  • Rent, lease or purchase payment for business property (e.g., delivery vehicle; food truck; kitchen equipment; furniture, technology, payment, and communications systems and equipment)
  • Insurance: Health, Payroll, Property \ General Liability
  • New or expanded technology applications and Wi-Fi services
  • Utility payments to include municipal utilities (water, sewer, trash) for business properties, excluding personal residence
  • Cost of critical business operations (raw materials, marketing expenses, etc. payments)
  • Person Protection Equipment (PPE) and sanitation supplies and equipment
  • Interest on other business debt obligations incurred before March 1, 2020, excluding personal residence

  • June 24 to July 8, 2020 | Application accepted
  • July 9 to July 21, 2020 | Application review
  • July 22 to July 27, 2020 | Qualified applicants will be notified of grant award amount; grant award dispersal

McKinney Strong Grant Program for Small and Home-Based Businesses


The City of McKinney, partnering with the McKinney Community Development Corporation (MCDC), established the McKinney Strong Grant program, offering grants to eligible small and home-based businesses within McKinney that have endured economic hardships due to COVID-19. The grant is funded by up to $1 million dollars in unallocated MCDC promotional funds, as legislative parameters allow.

Eligibility requirements:

Small Businesses

  • Be a small business within McKinney city limits. Locations in the ETJ are not eligible
  • 50 or fewer full-time equivalent employees
  • Demonstrate a financial hardship due to the COVID-19 pandemic


Home-Based Businesses

  • Be a home-based business within McKinney
  • 50 or fewer full-time equivalent employees
  • Demonstrate a financial hardship due to the COVID-19 pandemic


Eligible business expenses for March through June 2020:

  • Rent for a commercial location*
  • Mortgage payment as the sole occupant for a commercial location*
  • Utilities: water, gas, electric, trash
  • Communications: wireless, telephone, internet

*Does not apply to home-based businesses.


Financial hardships include, but are not limited to:

  • Employee furloughs and layoffs
  • Restricted access to capital
  • Revenue decline
  • Decreased or inability to serve customers
  • Increased operating costs
  • Limited or interrupted supply and deliveries from vendors


Grant award amount:

Small Businesses

  • Up to $1,500 will be awarded to each eligible small business with a commercial location
  • Grants are calculated based on documentation of eligible business expenses
  • Approved grant amounts may be reduced if total applicants and awards exceeds program funding


Home-Based Businesses

  • Up to $1,000 will be awarded to each eligible home-based business
  • Grants are calculated based on documentation of eligible business expenses. Grant awards for home-based businesses will be calculated at 50% of submitted eligible expenses. Therefore, $2,000 of eligible expenses are required in order to secure a grant award of $1,000
  • Approved grant amounts may be reduced if total applicants and awards exceeds program funding


Estimated timeline:

  • June 8 - 18 | Applications accepted
  • June 18 – July 8 | Applications reviewed
  • By July 10 | Qualified applicants will be notified of grant award amount
  • July 13 - 20 | Grant payments processed and payment issued
