2. Where can I get a copy of the Engineering Design Manual?

3. What are my rights as a property owner adjacent to a city construction project?

All city projects should be confined to the public right-of-way and/or public easements. Unless prior permission has been granted through an easement or other form of authorization, none of the construction activities should spill over onto your property.

If you believe construction activities are encroaching onto your property, please contact the Engineering Department at 972-547-7475. If you believe the construction activities of a phone, cable, electric or gas company are encroaching onto your property, please contact the Streets Department at 972-547-7649.

4. What can be done about mud, dirt or other debris washing away or trash that is blowing onto my property from a nearby construction site?

5. Who should I contact about erosion along a creek?

6. How are design engineers and materials testing firms selected for city projects?

Design engineers and materials testing firms are selected pursuant to the Texas Local Government Code Chapter 2254. Requests for Qualifications (RFQ) for design engineers and materials testing firms are advertised in several ways.

Please refer to the city's Purchasing Department page for the various advertising methods used and a link to the city's Electronic Procurement System. Interested firms should also register with the Purchasing Department for notification of RFQ's.

7. How are general contractors selected for city projects?

Depending on the construction delivery method selected by the City Council for a particular project, either Requests for Qualifications (RFQ) or Request for Proposals (RFP) are advertised according to the Texas Local Government Code Chapter 271 - Subchapter H in several ways.
